Director of Staff Operations

Overview:

The Housing Authority of the City of Perth Amboy, located in Middlesex County, New Jersey is seeking qualified candidates for the position of Director of Staff Operations. The Authority administers 1500+ tenant based and project-based vouchers, which includes 360 Low Income Housing Tax Credit (LIHTC) units under direct property management. The ideal candidate will have seven to ten years of progressively responsible experience and success in administering affordable housing programs, with at least five years at a supervisory program manager level.

Responsibilities:

-Oversees activities of the following departments/programs: section 8, LIHTC, RAD PBV management, RAD PBV maintenance; family self- sufficiency (FSS); section 8 homeownership, housing counseling.

-Develops and maintains up to date, HUD related strategic and operating policies such as the 5-Year Plan/Annual plan, Administrative Plan, and Tenant Selection Plans (TSP). and personnel policies.

-Prepares annual reports required by NJHMFA and HUD such as LIHTC annual reports, Section Eight Management Assessment Program (SEMAP).

-Administers insurance portfolio and risk management programs.

-Administers personnel functions related to hiring, training, evaluation, and discipline of employees. Maintains personnel policies and position descriptions up to date and reorganizes staff and program functions as needed.

Qualifications:

-A bachelor’s degree in management, business, public administration or related field from an accredited college or university.

-Ability to plan, organize and administer the operations of affordable housing programs.

- Strong leadership skills with the ability to motivate and inspire teams.

- Demonstrated expertise in policy development, strategic planning and execution.

- Excellent project management capabilities with a focus on results-driven outcomes.

- Ability to manage multiple priorities in a fast-paced environment.

- Knowledge of New Jersey State, HUD, IRS and other applicable regulations and laws regarding affordable housing programs and employment, and the ability to interpret and apply them to a specific situation.

-Ability to analyze and evaluate pertinent data and prepare clear, accurate, and informative reports and grant applications with sound conclusions and recommendations.
